SEN. REVILLA VOWS TO INSTITUTIONALIZE TEACHING SUPPLIES ALLOWANCE

As part of his legislative agenda aimed at promoting social justice, especially in the education sector, Senator Revilla files again a bill to institutionalize teaching supplies allowance, which he championed last Congress, being the Chairperson of the Committee on Civil Service, Government Reorganization and Professional Regulation to which the previous bill was referred.

The bill seeks to institutionalize the granting of Teaching Supplies Allowance amounting to P5,000.00 per teacher per school year for 876,842 public school teachers as of S.Y. 2020-2021.

“With the meager salary public school teachers are currently receiving, which is not commensurate to the load of work they have to deliver, they are forced to shell out from their own pocket to partly cover the expenses of teaching supplies necessary to conduct their classes effectively”, Sen. Revilla explained.

The importance of Teaching Supplies Allowance was highlighted greater amidst the COVID-19 pandemic when teachers struggle to acquire necessary devices and afford internet connection to be able to conduct online classes, or cover transportation expenses incurred in delivering modules and other learning materials to the homes of their students.

The institutionalization of the Teaching Supplies Allowance would ensure that the government shall automatically allocate a budget for the said allowance every year through the General Appropriations Act and the base amount shall be fixed.

To assure that the amount of teaching supplies allowance granted to public school teachers is responsive to their needs and to the ever-changing cost of products, the bill mandates the Secretary of Education to conduct a periodic review of the said allowance, taking into consideration the current prices of classroom supplies, and to recommend increase, if necessary.

Teaching is a noble profession for our teachers are among those who hone and nurture the youth we so fondly call the future of this nation. And yet to this day, they remain overworked and underpaid. This measure seeks to at least assuage the burdens of their profession, and extend to them the much deserved State assistance that is long overdue.

ISINULONG ni Sen. Ramon Bong Revilla Jr. ang isang panukalang batas na naglalayong mabigyan ng karagdagang allowance ang mga guro partikular sa mga ginagamit nila sa kanilang pagtuturo upang hindi na ito manggaling sa kanilang sariling bulsa.

Ito ang Teaching Supply Allowance na nagkakahalaga ng 5,000.00 bawat guro kada school year na pakikinabangan ng may 876,842 public teacher base sa S.Y. 2020-2021.

Ayon kay Revilla, ang kahalagahan ng panukalang nabanggit ay nabigyang pansin nitong nagdaang pandemya kung saan maraming guro ang hirap na hirap sa kanilang sitwasyon para maitawid ang online classes, kabilang na ang paghahatid ng modules at iba pang learning materials sa kanilang mga estudyante.

Kung magiging ganap na batas ang Teaching Supplies Allowances ay awtomatikong maglalaan ang pamahalaan ng budget para dito sa pamamagitan ng General Appropriations Act at maisasaayos na ang naturang halaga.

Nakapaloob din sa naturang panukalang batas ang mandato para sa Secretary of Education na magsagawa ng mga pag-aaral kung ang halagang ipinagkakaloob sa mga gruo kada taon ay sapat pa sa kanilang gastusin at kung hindi na ay maaari namang dagdagan.

“Marami kasing teacher na dahil sa pagmamahal sa kanilang propesyon ay sarili nilang pera ang ibinibili ng chalk, cartolina at iba pa na sa kabuuan ay malaking epekto ito sa kanilang kabuhayan kaya dapat lang na mabigyan sila ng karagdagang panggastos para sa kanilang pagtuturo” paliwanag ni Revilla.

Dagdag pa niya na kabalikat ng bawat gurong Pilipino si Revilla sa pagsusulong ng kanilang mga karapatan, at pagpapalawig pa ng kanilang mga benepisyo.
