REVILLA: BILL PROVIDING INCENTIVES TO REVIVE THE PHILIPPINE MOVIE INDUSTRY

As one of the industries severely affected by the COVID-19 pandemic, the Philippine movie industry plunged deeper as it became harder to produce and market Filipino movies due to the restrictions in place that affect the film producers, movie theater operators, and patrons. And in spite of the recent reopening of cinemas in the country, many are still hesitant to watch films inside movie theaters due to the long stay inside the enclosed venue.

This challenge is compounded by the existing decline of movie ticket sales in the country due to the various online platforms that evolving technology made available.

In order to help resuscitate this dying industry so that it can get back on its feet, Senator Revilla filed Senate Bill No. 28 which aims to revive the Philippine movie industry by providing fiscal incentives to the proprietors, lessees, and operators of theaters and cinemas.

The bill removes the different national and local taxes imposed on the said industry such as income tax, excise tax, value-added tax, and amusement tax.

In lieu of the incentives, 5% of the gross income earned shall be paid to the government, on which 3% shall be remitted to the National Government and 2% shall be remitted to the Treasurer’s Office of the city or municipality where the enterprise is located.

This amendment is poised to encourage proprietors, lessees, and operators of theaters and cinemas to help keep the Philippine Movie Industry afloat.

"We have nursed back many businesses and establishments back to life in the last few years. And as we do so, we should not forget the movie industry and the thousands in its employ who have been so badly hit by the pandemic. Many do not realize that in one way or another, they too are frontliners because of the entertainment they continue to produce for the Filipino people. For this industry and its art to keep living and thriving, we must offer swift assistance", Sen. Revilla explained.

BATAS PARA BUHAYIN ANG MOVIE INDUSTRY ISINULONG NI REVILLA

ISINUMITE ni Sen. Ramon Bong Revilla Jr. ang Senate Bill No. 28 na naglalayong matulungang makabangon ang industriya ng pelikula sa Pilipinas na nalugmok dahil sa pandemya. Ang panukalang batas ay naglalayong bigyan ng fiscal incentives sa proprietors, lessees, at operators ng mga sinehan.

Nakapaloob sa naturang panukala na alisin ang iba’t-ibang klase ng national at local taxes na ipinapataw sa nabanggit na industriya tulad ng income tax, excise tax, value-added tax, at amusement tax.

Kapalit ng insentibo, 5% ng gross income na kinita ay babayaran sa gobyerno kung saan 3% ay kailangang ipadala sa National Government at 2% naman ay dapat ipadala sa Treasurer’s Office ng siyudad o munisipalidad kung saan naroon ang negosyo o kalakalan.

“Bilang isa sa labis na naapektuhan ng COVID-19 pandemic, ang Philippine movie industry ay labis ding naapektuhan at napakarami ng nawalan ng hanapbuhay dahil sa hirap mag-produce ng pelikula at nagsara ang mga sinehan na grabeng nagpalugmok sa sitwasyon ng mga film producers, movie theater operators at mga manggagawa sa likod ng camera” paliwanag ni Revilla.

Idinagdag pa ni Revilla na sa kabila ng maraming sinehan na ang nagbukas sa buong bansa ay marami pa rin sa ating mga kababayan ang alumpihit na manood ng pelikula dahil sa mga patuloy na ipinapataw na mga restriksyon, dagdag pa ang patuloy na pagtaas ng presyo ng mga bilihin at serbisyo.

Kapansin-pansing marami sa mga Pilipino ang mas pinipipili ang makabagong teknolohiya na sa isang pindot lang ay may mga bagong pelikula na mapapanood, kumpara sa mga sinehan na hindi rin mapigilan ang pagtaas ng singil sa panonood.

"Marami na tayong natulungang mga negosyo at establisyimentong makabalik sa kanilang paa matapos hagupitin ng pandemya. At hindi dapat natin kalimutan na ang industriya ng sining at paglikha, ay kasama sa mga itinuturing nating frontliners dahil sa gitna ng delubyo, sila ang pinaghugutan ng libangan at kasiyahan ng mga Pilipino. Kaya nga kasama sa top 10 priority bill na sinumite ko sa Senado ang matulungang makaahon ang movie industry. Personal sa akin ang labang ito at hinding-hindi ko pababayaan ang industriya na pinagmulan pa ng aking mga magulang. Alam ko ang hirap na dinanas at patuloy na binubuno nila habang sinusubukang bumangon. Ito ang panahon upang maging katuwang nila tayo tungo sa panibagong bukas", pagwawakas pa ni Revilla.
