Senate Committee on Urban Planning, Housing and Resettlement affirms proposed 'Teachers Housing Program'
The Senate Committee on Urban Planning, Housing and Resettlement on Monday affirmed the importance of Senate Bill No. 660, "An Act to Provide for a Housing Program for Teachers," filed by Sen. Bong Revilla.
The Committee stated that Revilla's bill emphasizes the importance of helping teachers realize their ultimate goal of providing a decent home for their families, and not only focus on wages, pensions and retirement benefits.
In response, PAG-IBIG said that they can allocate P 5 B to P 10 B for DepED employees per year, which is bigger than what they have allocated for the proposed housing loan program.
Under Revilla's bill, the implementation of the Teachers Housing Program shall have three (3) major financing schemes: Housing Loan, Developer Assistance Fund, and Guarantee System Fund.
The Housing Loan can be used to purchase a brand new, or old and existing residential area, fully developed lot, or reconstruction and rehabilitation, or restructuring of an existing housing loan in any government housing or financial institution.
Under the Developer Assistance Fund, public school teachers can avail up to 80 percent loan for a house and lot package with a selling cost of P 120,000 or lower.
Meanwhile, the Guarantee System Fund provides teachers' housing loans not exceeding Php 150,000 with an interest rate of not exceeding twelve percent.
PAG-IBIG also stated that they have given 4,444 housing loans for teaching and non-teaching personnel from DepEd which comprises 40 percent of their total loans for 2018.
Bong Revilla also filed a resolution (P.S. No. 142) honoring and commending Filipino teachers for their hard work and commitment to shaping the learners of all generations.

KINUMPIRMA ng Senate Committee on Urban Planning, Housing and Resettlement ang kahalagahan ng Senate Bill No. 660, “An Act to Provide for a Housing Program for Teachers,” na isinumite ni Sen. Ramon Bong Revilla, Jr. Ayon sa naturang komite ang isinumiteng panukalang batas ni Revilla ay binigyang diin ang kahalagahan nang pagtulong sa mga guro at marating ang rurok ng adhikain na magkaroon ng disenteng tahanan para sa kani-kanilang pamilya, at hindi nakatuon lamang sa suweldo, pensiyon at benepisyo sa pagreretiro. Bilang pagtugon, inihayag ng PAG-IBIG na kaya nilang magbigay ng P5 bilyon hanggang P10 bilyong pondo para sa Department of Education (DepEd) employees kada taon, na higit na mas malaki kumpara sa itinalaga nila sa panukalang housing loan program. Nilalaman ng batas na ito ni Revilla, ang pagpapatupad ng Teachers Housing Program ay kailangan ng tatlong major financing schemes: Housing Loan, Developer Assistance Fund, at Guarantee System Fund. Ang housing loan ay maaring gamitin para makabili ng bagong bahay o isang hindi na bagong bahay na nakatayo na sa isang residential area, fully developed lot, o reconstruction at isinaayos lamang, o pagpapaayos ng isang lumang bahay na inutang sa kahit anong government housing o financial institution. Sa ilalim ng Developer Assistance Fund, ang public school teachers ay maaring makakuha ng hanggang 80 porsiyentong loan para sa isang house and lot package na nagkakahalaga ng P 120,000 o mas mababa. Kaugnay nito, ang Guarantee System Fund ay nakahanda namang magbigay sa mga guro ng housing loans na hindi lalagpas sa Php 150,000 na may interest rate na hindi naman lalagpas sa 12%. Idinagdag pa ng PAG-IBIG na nakapagbigay na sila ng 4,444 housing loans para sa mga teaching and non-teaching personnel mula sa DepEd na binubuo ng 40 porsiyento ng kanilang total loans para sa taong 2018. Kasabay nito ay nagsumite rin si Revilla ng resolusyon (P.S. No. 142) na nagbibigay parangal at pagpupugay sa mga Pinoy teachers para sa kanilang masigasig na paglilingkod at dedikasyon para hubugin ang mga mag-aaral sa lahat ng henerasyon.
