Revilla expresses gratitude to Malacañang for certifying 'Salary Standardization Law of 2019' as 'urgent'

Senate Committee on Civil Service Chairman Ramon Bong Revilla, Jr. today expressed his gratitude to Pres. Rodrigo Duterte after he certified the Salary Standardization Law of 2019 as "urgent."

The veteran legislator who principally sponsored the measure last week garnered the support of his fellow lawmakers in passing Senate Bill 1219 under Committee Report No. 26 jointly submitted by the Committees on Civil Service, Government Organization and Professional Regulation; and Finance.

Bong Revilla, in sponsoring the bill, expressed that it will address the issue of inequality in the previous Salary Standardization Laws where high-earning employees greatly benefitted while the majority of government employees receiving basic take home pay only received little increase.

The proposed Salary Standardization Law of 2019 is set to benefit more than 1.4 million government employees especially those under Salary Grade (SG) 11 to 19, comprising 79 percent of the total government employees, including teachers and nurses.

Under the proposed measure, the salary adjustment will be given in four (4) tranches beginning January 2020. It will increase the basic salaries by a weighted average of 23.24 percent upon completion by 2023.

In effect, it will grant the highest increase ranging from 20 to 30 percent for employees with SG 10 to SG 15, and the lowest of 8 percent for government workers under SG 23 to 33. This means that the base pay of government employees under SG 11 to 19 will increase to as much as P 6,000 after the implementation of SSL within a span of four (4) years.

  NAGPAHAYAG ng pasasalamat si Senator Ramon Bong Revilla, Jr. sa pagsertipika ni Pangulong Rodrigo Duterte hinggil sa Salary Standardization Law of 2019 na maging ‘urgent’ na naging dahilan ng agarang pagpasa nito sa ikatlong pagbasa.

 

        Si Revilla na principal sponsor ng naturang batas ay tagumpay na nakuha ang suporta ng mga kapwa niya Senador para maipasa ang Senate Bill 1219 sa ilalim ng Committee Report No. 26 na magkatuwang na isunimite ng Committees on Civil Service, Government Organization and Professional Regulation; at Finance. 

 

        Matatandaang nilabas sa plenaryo ni Revilla kamakailan ang naturang panukalang batas hinggil sa hindi pagkakapantay-pantay ng dating Salary Standardization Laws kung saan ang high-earning employees ay nag-uuwi ng malaki habang ang karaniwang empleyado ay tumatanggap lamang ng basic take home pay at kakaunting increase.

         

          Ang panukalang Salary Standardization Law of 2019 ay pakikinabangan ng mahigit na 1.4 milyong government employees lalo na ‘yung nasa Salary Grade 11 to 19,  na binubuo ng 79 porsiyento ng kabuuang empleyado ng pamahalaan kasama ang teachers at nurses.

 

          Sa ilalim ng panukalang batas, ang salary adjustment ay ipatutupad sa apat na bahagi simula sa Enero 2020. At magkakaroon ng pagtaas sa basic salary na aabot sa average ng 23.24 porsiyento kapag nakumpleto sa taong 2023.

 

          Sa kabuuan ay mabibigyan ng mataas na increase mula 20 hanggang 30 porsiyento para sa manggagawa na nasa ilalim ng SG 10 hanggang SG 15, at ang pinakamababa para sa 8 porsiyento ng government workers sa ilalim ng SG 23 hanggang 33.

 

          Ibig sabihin, ang base pay ng government employees sa ilalim ng SG 11 hanggang 19 ay tataas hanggang P 6,000 matapos ang implementasyon ng SSL sa loob ng apat na taon.
