Summon mayors, governors disregarding Helmet Law- Revilla

Sen. Bong Revilla warned that all mayors, governors and other local executives who do not implement “Helmet Law” in their respective localities will be summoned before the Senate.

The Senate Committee on Public Services Vice Chairman made this statement after it was discussed during the public hearing Wednesday morning that the country has recorded 30,000 vehicular accidents over the past few years.

Present during the hearing were Metropolitan Manila Development Authority (MMDA) Chairman Danilo Lim and Gen. Manager Jose Arturo Garcia, Land Transportation and Franchising Regulatory Board (LTFRB) Chairman Atty Martin Delgra III, and together with other representatives from his agency.

Road crash survivors gave their personal testimonials which revealed their struggles from recovery to claiming their car insurance benefits.

This prompted Bong Revilla to question the lax implementation of the “Helmet Law”, which was passed in 2010, in municipalities, cities and provinces all over the country.

It was revealed that there are mayors and governors who forbid the use of helmets to avoid robbery and murder incidents perpetuated by riding-in-tandem suspects.

“Nalilito kasi ang mga nagmu-motor kung sino ang susundin, kapag ganyang naglalabas sila ng kakaibang panuntunan” Revilla explained.

It can be re-called that Bong Revilla filed a bill (S. No. 451) requiring the teaching of basic road safety and comprehensive driver’s education as part of the curriculum of the K-12 program.

Ito ang pahayag kahapon ni Sen. Ramon Bong Revilla, Jr. matapos na maungkat sa gitna ng pagdinig sa Senado sa ilalim ng kaniyang komite na Pubic Services ang napakaraming biktima ng iba’t-ibang kalase ng vehicular accident.

Dumalo sa naturang pagdinig si Metro Manila Development Authority (MMDA) Chairman Danilo Lim, MMDA Gen. Manager Jose Arturo Garcia, Atty Martin Delgra III, Chairman ng Land Trasportation and Franchising Regulatory Board (LTFRB) at representante ng Land Trasportation Office (LTO).

Kumpleto rin ang mga biktima ng vehicular accident na bukod sa pagkakaospital ay dumanas pa ng hirap sa paghabol sa mga may-ari ng nakaaksidenteng sasakyan sa kabila na kumpleto naman ito ng car insurance.

Nabatid na sa gitna ng pagdinig ay lumabas na umaabot sa 30,000 vehicular accident ang nagaganap sa kabuuan ng bansa dahil sa iba’t-ibang kadahilanan na naging hudyat para kuwestiyunin ni Revilla ang napakaraming gumagamit ng motorsiklo sa mga secondary road na walang suot na helmet.

Naungkat din na may mga lugar na ipinagbabawal mismo ng Mayor o Gobernador ang pagsusuot ng helmet dahil sa pag-iwas na mabiktima ng riding-in-tandem na bukod sa nagnanakaw ay pumapatay pa.

Dahil dito ay mariing sinabi ni Revilla na ipatatawag niya sa Senado ang mga hindi susunod sa helmet law maging ito man ay Mayor o Gobernador.

Matatandaan na kamakailan lamang ay nagsumite ng panukalang batas si Revilla (Senate Bill No. 451) An Act Requiring the teaching of basic road safety and comprehensive driver’s education as part of the curriculum of the K-12 program.

Nais ni Revilla na sa murang edad ay matuto ang mga Pinoy ng tama at maayos na pagmamaneho na isa rin sa dahilan ng pagsisikip ng daloy ng trapiko.
